Tattoo, Piercings & Permanent Makeup
Carson City Health and Human Services oversees and regulates all invasive body decoration entities. These entities include tattoo, body piercing, and permanent cosmetic operations. All invasive body decoration operations shall have a health permit as required by Carson City Municipal Code before beginning any operation and shall be inspected on a biannual basis in accordance with Nevada Revised Statues (NRS) 444 and Nevada Administrative Code (NAC) 444.

Building Specifications
A plan review of the facility will be conducted with the completed application and all documentation submitted. A consultation fee may be paid to have an initial inspection of any facility prior to submittal of the plan review or layout of the facility. All plans must have the following at a minimum: (Section 76)
One (1) free standing hand sink for every four (4) work stations.

- Bathroom sinks are not considered in the hand sink count.
- Portable sinks, with tanks and instant hot water, will be considered on a case-by-case basis.
All finishes must be smooth and cleanable.
- Smooth and cleanable flooring (no carpet).
- Ability to provide privacy for all clients.
- Clearly identify all work stations on the floor plan.
- Clearly label the restroom on the floor plan.
- Identify a sterilization room if you have an autoclave
- A sterilization room requires a separate 2-basin sink.

Documentation Required for Operation
- A list of all invasive body decoration operators who work in the establishment (Section 44)
- A signed client release form (Section 45)
- A copy of the operation manuals for all sterilization and cleaning equipment (Section 91)
- A written site-specific infection control plan (Section 94)
- A written log of each sterilization cycle (Section 87)
- Aftercare instructions for all procedures (Section 47)
Temporary Event Information (Begins Section 95)
Tattoo and Piercing shows are becoming more commonplace and provide artists the ability to showcase their work in new locations and expand their clientele. These type of shows also require a temporary event permit application to be submitted at least 14 days before the event. Late fees will be accessed for applications submitted 5 days or less before the event begins.
An event coordinator shall ensure that the event and all invasive body decoration operators apply with NAC 444 for invasive body decoration establishments.
Training Information
An invasive body decoration operator must be at least 18 years of age and complete a program of training in the control of blood-borne pathogens that complies with 29 CFR 1910.1030 within 10 days after employment and annually thereafter.
